A Severance tax code amendment that eliminates dualities in taxes on oil and gas and charging an even 5%.  This would be a small increase that is still lower than WY severance taxes and would generate significant revenue for public school funding.</description>

		<description>Regarding HB 76, Rep Mathis was quoted in the Tribune as referencing the inconvenience of certain situations in which a concealed firearm becomes exposed, which then is illegal. This bill goes far beyond incidental exposure or the sort wherein--and I don&#039;t know where this would effectively apply--one has to keep it exposed in public for a short amount of time while doing who-knows-what; if it&#039;s concealed, it should be convenient to keep it that way, no?
For all the talk about gun rights, there is little talk of responsibilities. I don&#039;t think anyone, but perhaps someone who feels an unreasonably high sense of external threat while in the public, is served by reducing the requirements society asks of persons who wish to carry concealed weapons in public. 
We should ask as much of our citizens as we do our public safety officers who carry firearms in public. It is an enormous responsibility and burden to safely carry them and discharge only in appropriate situations. 
Some think they feel safe knowing others might be armed. I would add to that a condition: When I know that my state requires that those others be reasonably expected to use that firearm properly. That means they need to be of sound mind, high character, and be able to be accurate under duress--the only situation in which we permit their use, as far as I understand. That last part is a big if and not at all related to the former two. Concealed carry permits should require more, not less, of those who wish to carry them among the law-abiding public.

		<description>Yesterday, March 1, was the  140th birthday of Yellowstone National Park, America&#039;s first National Park.  I marvel at the foresight of those who worked so hard to establish our first National Park, including President Grant who signed the document that launched one of the great ideas in the history of our country.  The many National Parks, National Monuments, National Forests and Bureau of Land Management lands in our country are priceless, and were and are set aside for the benefit of all the people of the United States of America.

Now the State of Utah would privatize all public lands under the guise of &quot;taxes&quot;, and setting aside a whopping 5% of new taxes to help our schools.  What they would do with the other 95% of new taxes is probably beyond our ability to imagine.  

Have the supporters of these bills ever visited Federal Lands ?  If not, they should.  If they have I assume all they saw was opportunity.  Opportunity to develop and tax.

Representative Edwards can you not be at least as wise as were our predecessors in 1872 ?  Please, choose one of Utah&#039;s National Parks to visit and see if you can clear your mind of politics, power, money and greed.

Utah needs the protection of more public lands for the enjoyment of all the people 140 years from today, and beyond.  I expect you and your ilk to lose your quest for ownership of public lands, and to be held accountable for working against the will of the people while you spend millions of their tax dollars.</description>
