The changes for funding the last half of FY 2010 were voted on yesterday in our caucus. These are in addition to the cuts for FY 2010 we made during the 2009 session. These cuts have to be absorbed by the end of this fiscal year which is June 30, 2010 and were necessitated by the declining revenue. This link can take you to the full account with line item specificity:

In short, we have a $194M short fall, $137M of which will be made up from one time sources ($86M of that from Rainy Day funds — as many of you’ve said, “It’s raining!”), and $69M in cuts to the various areas of government spending.
Some examples of cuts are:
$2,000 cut by eliminating the printing of Medicaid Information Bulletin
$20,637,800 cut to Higher Education (at their discretion)
$26,500 cut by Division of Natural Resources Parks one day furlough
$13,500 cut to Veterans Nursing Home
These cuts come in all sizes, but at this point they are all difficult to absorb.
